Ad Rank is the value that determines an ad's position in the Google auction. It is calculated from the bid, Quality Score, the expected impact of extensions, and the context of the search.
An advertiser with a lower bid can outrank a competitor if a higher Quality Score lifts the overall Ad Rank.
